GOOD AND EFFICIENT OPERATOR. A report detailing the extent to which the Franchisee has acted as a Good and Efficient Operator, including: (a) evidence of any ways in which the Franchisee has sought to identify and implement ways to run the Franchise more efficiently and avoid nugatory costs, acting as a Good and Efficient Operator, including details and supporting evidence of the Franchisee’s actions; (b) evidence of appropriate revenue protection being applied in the interests of the taxpayer and/or otherwise evidence that the Franchisee has followed government guidance prevailing at the time regarding revenue collection; and (c) evidence of plans in place to return the operations and business to pre-COVID-19 levels of operation, including encouraging the public to travel on public transport where appropriate. 3: Good The Franchisee has delivered the Passenger Services in accordance with the applicable Plan of the Day (with minor exceptions only). The Franchisee has provided high levels of cleanliness on trains. The Franchisee has ensured that all platforms and trains have been staffed as required to enable service to continue at a good or very good standard. Trains have been maintained as appropriate. The Franchisee has made every appropriate effort to return the business to its prior strength (for example, ensuring those who have a legitimate need to travel are encouraged to use the train where it is appropriate to do so), in so far as appropriate for circumstances applying from time to time under the EMA2. The Franchisee has provided a high quality journey experience for all passengers including providing information at all Stations and trains at all times, where possible. The Franchisee has worked collaboratively with other Train Operators and/other rail industry bodies (including Network Rail) to provide an appropriate service to passengers, ensuring that passengers have as much choice as desirable, whilst taking into account demand. The Franchisee has proactively made suggestions and developed plans for restoring service, operations and business to pre- COVID-19 levels as soon as possible after the expiry of EMA2. The Franchisee has been responsive to the Authority's requests and fully cooperated in dealing with national emergencies.
