GOOD AND EFFICIENT OPERATOR. A report detailing the extent to which the Franchisee has acted as a Good and Efficient Operator, including: (a) evidence of any ways in which the Franchisee has sought to identify and implement ways to run the Franchise more efficiently and avoid nugatory costs, acting as a Good and Efficient Operator, including details and supporting evidence of the Franchisee’s actions; (b) evidence of appropriate revenue protection being applied in the interests of the taxpayer and/or otherwise evidence that the Franchisee has followed government guidance prevailing at the time regarding revenue collection; and (c) evidence of plans in place to return the operations and business to pre-COVID-19 levels of operation, including encouraging the public to travel on public transport where appropriate. 3: Good The Franchisee has delivered the Passenger Services in accordance with the applicable Plan of the Day (with minor exceptions only). The Franchisee has provided high levels of cleanliness on trains. The Franchisee has proactively made suggestions and developed plans for restoring service, operations and business to pre- COVID-19 levels as soon as possible after the expiry of EMA2. The Franchisee has been responsive to the Authority's requests and fully cooperated in dealing with national emergencies.
