HISTORICALLY UNDERUTILIZED BUSINESSES (HUB. State law and UT System policy require a good faith effort to award certain percentages of the total value of each construction contract, as well as A/E agreements, to certified HUB firms. To that end, the A/E must provide at least one set of plans and specifications to the various HUB Offices, minority business affairs offices, and/or economic development offices as determined at the time of bid. The A/E is to assist in verifying that the construction contractor is following his HUB plan and is submitting the appropriate documentation with construction progress payments.

HISTORICALLY UNDERUTILIZED BUSINESSES (HUB. A. The Contractor shall make a good faith effort to award necessary subcontracts to HUBs in accordance with Texas Government Code, Sections 2161.181-182, 2161.252(b), and Texas Administrative Code (TAC), Title 34, Part 1, Chapter 20, Subchapter B, Rule 20.11. Pursuant to the Comptroller of Public Accounts (CPA) HUB Rules, TAC, Title 34, Part 1, Chapter 20, Subchapter B, Rules 20.13 and 20.14, the Contractor shall submit a HUB Subcontracting Plan (HSP) as part of the proposal submission.
HISTORICALLY UNDERUTILIZED BUSINESSES (HUB. It is the policy of the Owner to promote and encourage contracting and subcontracting opportunities for HUB. Specific subcontracting opportunities will be dependent on each project. When a qualified firm is selected for a project, the firm will be required to provide a HUB Subcontracting Plan (HSP) for the intended subcontracting opportunities for the project. The HSP must be submitted along with the proposal for the project. This applies to all projects, regardless of size or scope, awarded via this IDIQ. A HSP is not required with this submission.

  • Women- and Minority-Owned Businesses (W/MBE) The Subrecipient will use its best efforts to afford small businesses, minority business enterprises, and women’s business enterprises the maximum practicable opportunity to participate in the performance of this contract. As used in this cataract, the terms “small business” means a business that meets the criteria set forth in section 3(a) of the Small Business Act, as amended (15 U.S.C. 632), and “minority and women’s business enterprise” means a business at lease fifty-one (51) percent owned and controlled by minority group members or women. For the purpose of this definition, “minority group members” are Afro- Americans, Spanish-speaking, Spanish surnamed or Spanish-heritage Americans, Asian-Americans and American Indians. The Subrecipient may rely on written representation by businesses regarding their status as minority and female business enterprises in lieu of an independent investigation.
