Unpaid Leave - Union Business.
(a) Short-term leave of absence without pay to a maximum of fourteen (14) days at one time shall be granted to employees designated by the Union to transact Union business including conventions and conferences unless this would unduly interrupt the operation of the department provided, however, that these designated employees shall be paid by the Employer for time lost in attending meetings during working hours whenever their attendance is requested by the Employer. The Union shall give reasonable notice to minimize disruption of the department and the Union shall make every effort to give a minimum of seven (7) days’ notice.
(b) Long-term leave of absence without pay shall be granted to employees designated by the Union to transact Union business for specific periods of not less than fourteen (14) days unless this would unduly interrupt the operation of the department. Such requests shall be made in writing sufficiently in advance to minimize disruption of the department. Employees granted such leave of absence shall retain all rights and privileges accumulated prior to obtaining such leave. Seniority shall continue to accumulate during such leave and shall apply to such provisions as annual vacations, increments and promotions.
(c) Leave of absence without pay shall be granted to employees designated by the Union for the purpose of collective bargaining. Seniority and all benefits shall accumulate during such leave.
(d) The foregoing provisions shall not limit the provisions of Article 5.10, 9.01, 9.02, 9.03, 11.05, 11.06, 12.01, 12.
(e) Every effort will be made by the Employer to retain employees on unpaid leave of absence for Union business on the Employer’s payroll and where such employees are retained, the Union shall reimburse the Employer for the wages and benefits involved. This provision does not apply to employees on extended leaves of absence who are employed by the Union on a regular full-time basis.
Unpaid Leave - Union Business. (a) Leave of absence without pay shall be granted upon request for the reasons set out below unless it would unduly interrupt the Employer's operations:
(1) to an elected or appointed representative of the Union to attend conventions of the Union and bodies to which the Union is affiliated, to a maximum of twenty-one (21) days per occurrence;
(2) for elected or appointed representatives of the Union to attend to Union business which requires them to leave their worksite;
(3) for employees who are representatives of the Union on a Bargaining Committee.
(4) members of the Union’s Provincial Executive will be granted leave to attend regular provincial executive meetings.
(b) Long term leave of absence without pay shall be granted to employees designated by the Union to transact Union business for periods of not less than twenty-one (21) days unless this would unduly interrupt the operation of the department. Such requests shall be made in writing sufficiently in advance to minimize disruption of the department. Employees granted such leave of absence shall retain all rights and privileges accumulated prior to obtaining such leave. Seniority shall continue to accumulate during such leave and shall apply to such provisions as annual vacations, increments and promotions.
(c) When leave of absence without pay is granted pursuant to part (a) or (b), the leave shall be given with pay and the Union shall reimburse the Employer for salary and benefit costs, including travel time incurred, within thirty (30) days of receipt of the invoice. It is understood that employees granted leave of absence pursuant to this clause shall receive their current rates of pay while on leave of absence. Leave of absence granted under this clause shall include sufficient travel time. The pay and benefits received by the employee and reimbursed by the Union under this Article shall be based on the number of hours to which the Union indicates, in writing, the employee is entitled. This provision does not apply to employees on extended leaves of absence who are employed by the Union on a full- time basis.
Unpaid Leave - Union Business.
(a) Leave of absence without pay and without loss of seniority shall be granted with 14 days' written notice for the purposes listed below. Such leave shall be subject to operational requirements and shall not be unreasonably withheld:
(1) to an elected or appointed representative of the Union to attend conventions of the Union and bodies to which the Union is affiliated;
(2) for elected or appointed representatives of the Union to attend to union business which requires them to leave their general work area;
(3) to employees called by the Union to appear as witnesses before an arbitration board or the Labour Relations Board of BC, provided the dispute involves the Employer; or
(4) to employees representing the Union in collective bargaining.
(5) This provision does not apply to employees who are hired by the Union for a period greater than six months.
(b) To facilitate the administration of Section (a) when leave without pay is granted, the leave shall be given with basic pay and benefits and the Union shall reimburse the Employer for appropriate compensation costs, including travel time, incurred. It is understood that employees granted leave of absence pursuant to this article shall receive their current rates of pay while on leave of absence. The Union agrees to reimburse the Employer within 28 days of receipt of billing from the Employer.
(c) The Employer shall grant, on request, leave of absence without pay:
(1) for employees selected for a full-time position with the Union for a period of up to one year;
(2) for an employee elected to the position of President or Treasurer of B.C. Government and Service Employees' Union. Such leave may only be granted for a three year period, or may be extended for a second term, up to six years maximum.
(3) For an employee elected to any body to which the Union is affiliated for a period of one year, and the leave shall be renewed upon request, to a maximum of three years.
(d) To facilitate the administration of Section (c) the vacancy which occurs as a result shall be posted as a temporary vacancy, to return of incumbent. Four weeks' notice shall be given by the employee of their intent to return to their position.

Unpaid Leave - Union Business. A) Subject to the operational requirements of the facility and on reasonable notice in writing, unpaid leave of absence will be granted to one employee who is elected or appointed by the Union for the purpose of conducting official Union business.
B) Unpaid leave of absence will be granted to members of the Union’s negotiating committee for time spent, including travelling time, preparation for negotiations, and thereafter for meetings with representatives of the Employer during negotiation, including mediation and arbitration of the Collective Agreement.
C) Subject to operational requirements, unpaid leave of absence shall be granted to members of Council and members of Council committees in lieu of missed scheduled days off.
D) Employees on leave of absence pursuant to (A), (B), and (C) above, shall have their salaries and benefits maintained for scheduled work days, provided the Union reimburses the Employer in full for the costs of maintaining such salaries and benefits.
Unpaid Leave - Union Business. Unpaid leaves of absence shall be granted to designated Union members to transact Union business, including negotiations, unless this would unduly interrupt the Employer’s work. The Union shall give reasonable notice of at least 14 days to minimize disruption of staff. The Employer shall retain employees on unpaid leave of absence for Union Business on the Employer’s payroll and where such employees are retained, the Union shall reimburse the Employer for the wages and benefits involved.
Unpaid Leave - Union Business. The Employer shall grant leaves of absence to employees to attend Union Conventions and other Union business. Seniority and all other benefits shall accumulate during such leave. The union agrees that such leave will not unduly affect the proper operation of the Employer. In requesting such leaves of absence, the Union shall give fourteen (14) days written notice to the Employer. The Employer will respond to the request in writing within seven (7) calendar days. Employees on such leave of absence will be paid by the Employer who will be reimbursed by the Union. The reimbursement shall cover the cost for wages and benefits for that employee and shall be made in a timely fashion.
