Initial Examination by Physician. Benefits cannot be paid to an injured employee under any circumstances unless the report of the accident has been filed by the employee or, if unable, by his or her representative with the immediate supervisor and the District Office, and the employee has been examined by a physician within a reasonable period following the accident.
