Interim Project Area Identification. The Portland Harbor RI and Risk Assessment information, if approved by EPA, shall be used to refine the preliminary project area defined in the AIR into an interim project area for the purposes of the EE/CA as described in Section 3.4.1.1. Specific criteria based on the Portland Harbor risk information shall be used to develop the interim project area, and later the final project area for the design. This information shall also be used to identify the sub‐areas to assist in evaluation of combination alternatives in the EE/CA. The expected risk information to be used in project boundary and sub‐area refinement for the EE/CA is defined in the following subsections.
