Joint Amnesty Committee a. The parties shall set up an ad hoc Joint Amnesty Committee to follow up implementation of the provisions of this Amnesty Proclamation and shall compile and report about all those persons who were in prison or under detention, whether civilians or military personnel, and who should have been released in response to the terms of the amnesty, and the degree of freedom of movement of persons, goods, and services inside Southern States.
