JOINT REVIEW PANEL REPORT. 16. Following the completion of the public hearing, the Joint Review Panel shall prepare and submit to the federal Minister of the Environment a report as required in article 5.3 of the Agreement. The Joint Review Panel shall provide the executive summary of the report in both official languages of Canada. The report will include: • A summary description of the Joint Review Panel’s process; • The rationale, conclusions, and recommendations of the Joint Review Panel relating to the environmental assessment of the project; • Recommended mitigation measures and follow-up programs; • an identification of those conclusions that relate to the environmental effects defined in section 5 of CEAA 2012; and • an identification of recommended mitigation measures that relate to the environmental effects defined in section 5 of CEAA 2012.
