(a) The Executing Agency (EA) for the Project shall be the State acting through the LSGD.
(b) Towards compliance with the requirements of this Loan Agreement, the Borrower shall cause that (i) the State, and (ii) through the State the LSGD, and all departments, committees and agencies set up herein, undertake activities and respective responsibilities as set out in this Loan Agreement and related documents in a timely manner to achieve the objectives of the Project and the Facility.
(a) The EC as established by the State shall provide policy guidance and overall coordination across all the State agencies and ULBs, and take decisions on matters related to the Facility and the Project.
(b) The WFC as established by the State,, shall be responsible for reviewing the Subproject appraisal reports for their final approval in accordance with the procedures set forth under schedule 4 to the FFA.
(a) An IPMU as established and fully staffed by the EA that shall be the implementing agency (IA), shall be responsible for overall implementation and management of the Project. The IPMU shall be headed by a Project Director (PD). The PD shall be responsible for overall management of the Facility and the Project and coordination with and reporting to the EC, the State and ADB on the same.
(b) The IPMU, with the assistance of IMPC and DSCs, shall be responsible for detailed appraisal of Subprojects and ensure that these meet the selection criteria described in Schedule 4 of the FFA.
(a) Under the IPMU, three IPIUs shall be established by the EA at the zonal and sub-division levels of the LSGD (cities of Alwar, Jaisalmer, and Jhalawar) by December 2007, and a full-time representative of the IPIU shall be appointed in each ULB. These IPIUs shall carry out daily implementation activities of the Project.
(b) The IPMU and IPIUs shall be assisted by the IPMC in managing the Project and assuring the technical quality of design and construction, and the DSCs in preparing the design documents, managing tendering of contractors and supervising the construction works.

The Project Leading Group (PLG) established by HPG, chaired by a Vice Governor and consisting of members from Heilongjiang Provincial Development and Reform Commission (HPDRC), Heilongjiang Provincial Finance Department (HPFD), Heilongjiang Provincial Audit Bureau, and Heilongjiang Provincial Environmental Department, shall provide overall policy guidance, facilitate inter-agency coordination, and resolve any institutional problems affecting project implementation for implementation of the Heilongjiang Component.
2. The PMO established by HPG, led by a Director and equipped with sufficient staff shall be responsible for daily implementation work. The project county and city governments in Heilongjiang Province shall set up project management offices (City/County PMOs) with the similar organization structures chaired by their Vice Mayors. The City/County PMOs shall maintain interdepartmental coordination and work closely with Heilongjiang PMO.
3. JPG shall be the EA for the Jilin Component. The Project Leading Group (PLG) established by JPG, chaired by a Vice Governor and consisting of members from Jilin Provincial Development and Reform Commission (JPDRC), Jilin Provincial Finance Department (JPFD), Jilin Provincial Construction Bureau (JCB), and Jilin Provincial Environmental Protection Department shall provide overall policy guidance, facilitate inter- agency coordination, and resolve any institutional problems affecting project implementation for implementation of the Jilin Component.

The MOR, as the Project Executing Agency, shall be responsible for overall implementation of the Project, and coordination of the Project management activities, procurement, withdrawals, and reporting to ADB. The MOR shall employ suitably qualified professional staff experienced in railway engineering, financial and administrative matters, and implementing projects financed by international financial institutions.

1. The EA for the Project shall be GZARG, with a vice governor having been designated to provide overall guidance and support for the preparation and implementation of the Project. GPMO, the inter-departmental project management office at the regional government level established by GZARG, shall carry out the day-to-day activities of the Project and provide coordination support for preparation and implementation of the Project across the Project Cities. GPMO shall comprise Guangxi Development Reform Commission, Guangxi Finance Department, Guangxi Housing and Construction Department, Guangxi Environmental Protection Department, Guangxi State Land Resources Department, and the Project Cities as its members.
2. FMG, CMG, and BMG shall be the IAs of the Project responsible for implementation of the concerned Components in the three Project Cities. Three inter-agency MPMOs set up respectively in FMG, CMG and BMG shall be responsible for undertaking day-to-day activities of the concerned Components of the Project and providing coordination support for preparation and implementation of the concerned Components of the Project within the concerned Project Cities.
3. The following three PICs shall be engaged under Project Implementation Agreements for directly implementing the Project Components in the three Project Cities:
(i) FPDUCIC for the Fangchenggang Road Network and Related Municipal Infrastructure Component and the Fangchenggang Coastal Protection and Upgrading Component.
(ii) CUCIC for the Chongzuo Road Network and Related Municipal Infrastructure Component and the Chongzuo Shuikou Lake Environmental Improvement Component; and
(iii) BCDIC for the Baise Road Network and Related Municipal Infrastructure Component and the Baise Longwang Bridge Component;
4. GZARG, FMG, CMG, and BMG shall, and shall cause the PICs to, ensure that all the project implementation procedures agreed upon with ADB be followed, including environmental and social safeguard requirements.
5. GPMO shall be responsible for implementation of the capacity development component of the Project.

All contracts procured under international competitive bidding procedures, national competitive bidding and shopping procedures, and contracts for consulting services shall be subject to prior review by ADB, unless otherwise agreed between the Borrower, State, and ADB and set forth in the Procurement Plan.
(a) The State through the ERA shall be the Executing Agency and shall be responsible for overall implementation of the Project including detailed appraisal of Subprojects under the Project.
(b) Towards compliance with the requirements of this Loan Agreement, the Borrower shall ensure that (i) the State and (ii) through the State, ERA and other agencies at State level, all undertake activities and respective responsibilities as included under this Loan Agreement and related documents in a timely manner to achieve the objectives of the Project and the Facility.
