Key Principles. 1.1 The Parties are not seeking to create a separate local authority and are committed to retaining the existing structure of metropolitan districts within the combined administrative area. 1.2 The Parties have established a joint committee which provides streamlined decision making; excellent co-ordination of services across the combined administrative area; mutual co-operation; partnering arrangements, and added value in the provision of shared services. 1.3 The Parties are committed to open and transparent working and proper scrutiny and challenge of the work of the joint committee. 1.4 Any new Parties to this agreement after the agreement becomes effective will have all the same rights and responsibilities under this agreement 1.5 The Parties are committed to ensure that any decisions, proposals, actions whether agreed or considered will be subject to an obligation upon the Leader of each of the Parties to report it to their own authorities 1.6 The collective name of the parties who are signatories to this operating agreement shall be the Association of Greater Manchester Authorities
