Landscape Treatment along Future Sunbury Parkway i. The northern boundary of the site is the future right-of-way for Sunbury Parkway. Sunbury Parkway will be a major thoroughfare through Sunbury, and the character of the development along the Parkway will help to define the character of the City of Sunbury. For that reason, we previously recommended more robust landscaping along this boundary. The applicant responded by providing a 40-foot landscape buffer between the right-of-way of the future Sunbury Parkway and the rear of the adjacent townhouses. The buffer will have a minimum of a 4-foot mound with evergreen, deciduous, and ornamental trees. There is a discrepancy between the PRD Zoning Text and the Landscape Plan, which is Exhibit G1. The PRD Zoning Text indicates evergreen trees will be 6 feet in height upon installation whereas the Landscape Plan indicates 5 feet in height at installation. There also seems to be a conflict between the PRD Zoning Text and the Landscape Plan with the deciduous shade and ornamental trees. The PRD Zoning Text states a minimum of 2 inches in caliper at installation, but the Landscape Plan seems to depict 1.5 inches in caliper at installation. These discrepancies need to be corrected. In addition, to ensure that a sufficient number of trees are planted to adequately screen the future Sunbury Parkway from the rear of the townhouses, we recommend that the applicant specify the exact spacing of the deciduous, ornamental, and evergreen trees as well as an approximate number of such trees to be planted. ornamental grasses and evergreen shrubs provided these ornamental grasses and shrubs are a minimum of 2.5 feet in height at installation. The applicant is also proposing a black 3-rail fence to be constructed between the townhouses and the future Sunbury Parkway with the exact fence specifications and location to be determined in the future. A black, 4-rail fence would also be appropriate since a black, 4-rail fence is proposed next to the entry signs. ii. In addition, if any fencing is contemplated behind or between the townhomes that abut the future Sunbury Parkway to screen any rear decks, it should be uniform and installed at the time of development, not installed piece meal over time, which would give a haphazard look along the future Sunbury Parkway.

If we give you permission to carry out this work you will have to remove these at the end of your tenancy at your own expense. If we have to remove these items we will charge you the cost of this. 3.8.9 You must not remove, replace or reposition any hedge or fence at the property without getting our written permission. 3.8.10 You must not plant large types of trees in your garden for example leylandii, conifers, willow, oak, ash and so on. These may damage the structure of your home and cause subsidence. 3.8.11 You must not allow any hedge to grow more than two metres high or overhang pavements or your neighbours’ gardens. 3.8.12 If you continually fail to look after your garden and it is considered an eyesore we may ask you to move to a property without a garden. If you refuse we may ask the Court to end your tenancy. You may also be charged the cost of clearing your garden when your tenancy ends.
