Landscape Treatment along Future Sunbury Parkway i. The northern boundary of the site is the future right-of-way for Sunbury Parkway. Sunbury Parkway will be a major thoroughfare through Sunbury, and the character of the development along the Parkway will help to define the character of the City of Sunbury. For that reason, we previously recommended more robust landscaping along this boundary. The applicant responded by providing a 40-foot landscape buffer between the right-of-way of the future Sunbury Parkway and the rear of the adjacent townhouses. The buffer will have a minimum of a 4-foot mound with evergreen, deciduous, and ornamental trees. There is a discrepancy between the PRD Zoning Text and the Landscape Plan, which is Exhibit G1. The PRD Zoning Text indicates evergreen trees will be 6 feet in height upon installation whereas the Landscape Plan indicates 5 feet in height at installation. There also seems to be a conflict between the PRD Zoning Text and the Landscape Plan with the deciduous shade and ornamental trees. The PRD Zoning Text states a minimum of 2 inches in caliper at installation, but the Landscape Plan seems to depict 1.5 inches in caliper at installation. These discrepancies need to be corrected. In addition, to ensure that a sufficient number of trees are planted to adequately screen the future Sunbury Parkway from the rear of the townhouses, we recommend that the applicant specify the exact spacing of the deciduous, ornamental, and evergreen trees as well as an approximate number of such trees to be planted. The applicant indicates that these discrepancies have been remedied in their responses to our October comment letter. The applicant also stated that ornamental trees will be 1.75” in caliper. The caliper of ornamental trees is not included in the Zoning Text dated 11/18/2022, but the caliper is listed on the Landscape Plans, which are Exhibits G1, G2, and G3. Both G1 and G2 indicate in the Conceptual Plant list that evergreen trees will be 6 feet in height. However, the Landscape Key Plan on G1 and G2 still indicates that the evergreen trees will be a minimum of 5 feet at installation. The Landscape Key Plan should be revised to show a minimum height of 6 feet at installation. To further enhance the landscaping in this buffer, we suggest perennial 8 ornamental grasses and evergreen shrubs provided these ornamental grasses and shrubs are a minimum of 2.5 feet in height at installation.
