LAYOFF AND LOW CENSUS. SECTION 9.1: DEFINITION OF LAYOFF Layoff shall be defined as the period following twenty-one (21) or more continuous working days in which there was not sufficient work to maintain the previous staffing level with regard to the work performed by the bargaining unit employees.
