LEAVES OF ABSENCE FOR JUDICIAL AND OFFICIAL APPEARANCES. At the discretion of the Governing Board, a classified employee may be granted a leave of absence with pay when subpoenaed by federal, state, or municipal government to appear as a witness other than as a litigant or for reasons not brought about through the connivance or misconduct of the employee.
