Leveraging of Existing Low Income Program Implementers. 1. Implementation of energy efficiency measures and programs targeted at low- income households should be contracted, unless not practicable, to independent Illinois- based third parties that have demonstrated capabilities to serve such households, with a preference for not-for-profit entities and government agencies that have existing relationships with or experience serving low-income communities in the State. In that regard, the Companies shall utilize the existing IHWAP and independent Illinois- based third parties, that have demonstrated capabilities to serve low income households and buildings, with a preference for not-for-profit entities and government agencies that have existing relationships with or experience serving low-income communities in the State, to deliver Single and Multi-family retrofit programs for customers whose income falls at or below 80% AMI. Notwithstanding, the Companies reserve the right to have management services performed by its primary contractor.
