Low Census Days. Low census is defined as a decrease in patient care requirements resulting in a temporary staff decrease. During periods of low census, employees will be released from duty in the following order: a. Agency Staff – those employees employed on a day‐to‐day basis; b. Employee working an increased rate of time and one‐half (1 ½), except when the employee is working the employee’s regularly scheduled shift, or double time (2 x), regardless of whether the employee is working a regularly scheduled shift;
