National Change of Address Database. LocatePLUS is a licensee of the United States Postal Service’s NCOALINK database (“NCOA Database”). The information contained in the NCOA Database is regulated by the Privacy Act of 1974 and may be used only to provide a mailing list correction service for lists that will be used for preparation of mailings. If Customer receives all or a portion of the NCOA Database through the LocatePLUS Services, Customer hereby certifies to LocatePLUS that it will not use such information for any other purpose. Prior to obtaining or using information from the NCOA Database, Customer agrees to complete, execute and submit to LocatePLUS the NCOA Processing Acknowledgement Form.

National Change of Address Database. As part of the biennial mass mailing of voter registration cards required by Section 14.001 of the Texas Election Code, Defendant Xxxxxxxxx shall obtain access to the United States Postal Service National Change of Address Database (NCOA Database) on or before June 1 of each odd- numbered year. Pursuant to 52 U.S.C. § 20507(c)(1)(A), Defendant Xxxxxxxxx shall obtain change of address information supplied by the Postal Service in the NCOA Database, and then compare that data to the Starr County voter registration list to identify registrants whose addresses may have changed. These comparisons may be conducted by retaining the services of a commercial vendor that has access to the NCOA Database. If it appears from this information that the registrant has moved to an address within Starr County, Defendant Xxxxxxxxx shall promptly send a written notice requesting confirmation of the registrant’s current address, pursuant to Section 15.051 of the Texas Election Code. Defendant Xxxxxxxxx shall promptly take action on any responses to such confirmation notices pursuant to Section 15.053 of the Texas Election Code.
