No Requirement to Fill. The setting out of a job classification and accompanying wage rate in the wage schedules attached to this Agreement shall not bind the Board to create or fill such position. It is understood, however, that the Union retains the right to grieve the classification or reclassification of any employee or group of employees covered under this Agreement.
