Obligations of the Contractor and the Authority. 3.1 The Contractor shall manage and complete the Project in accordance with the tender specification, the Challenge Brief, and the offer concerned and shall allocate sufficient resources to the Project to enable it to comply with this obligation, initially with regard to Phase 1, but subsequently also with regard to Phase 2 and Phase 3 insofar as the Contractor is awarded contracts for such later Phase or Phases.
