OFFERS OF PLACEMENT. A. The Employer shall make a best offer of employment to each employee adversely affected by the reduction-in-force consistent with 5 CFR 351. An offer, if made, shall be to a position with either no reduction in grade or pay, or with the least reduction possible in consideration of positions available, employee qualifications, and the retention standing of other competing employees.
