ORDER OF EVALUATION. For purposes of evaluation, first Small Business preference will be applied, followed by the DVBE Incentive calculation. BID CHECKLIST Please review the following checklist for a list of documents that must be returned with your bid package. Please read the State of California’s General Terms and Conditions (GTC) before signing and submitting your bid package. The State does not accept alternate language from a bidder. A bid with such language will be considered a counter proposal and will be rejected. The GTC’s are not negotiable. Unless otherwise noted, failure to include the required documents will be cause for bid rejection.
