Peer Assistance and Review Panel. 1. The Program shall be governed by the seven member PAR Panel composed of three District members and one alternate selected by the District and four Association members and one alternate, who are classroom teachers, selected by the Association. Decisions shall be made by consensus where possible. Should a vote be required, action must be taken on an affirmative vote of at least a majority of the members. 2. The PAR Panel shall be responsible for: a. Establishing its own rules and procedures. b. Selecting its own chairperson. c. Providing annual training for PAR Panel members. d. Meeting at least six times annually to review the work of the Consulting Teachers with their caseloads. There will be an annual stipend of $500 for each participating member of the PAR Panel. l. Monitoring the work of Consulting Teachers and their documentation. m. Reviewing peer review reports prepared by Consulting Teachers. n. Monitoring the progress of permanent teacher peer assistance, including making reports to the Board of Trustees regarding the number of voluntary and mandatory PAR Program participants and the number of participants recommended for a second year of mandatory PAR. All reports pursuant to this provision shall be made to the Board not later than May 15 of the school year in which the PAR Program was utilized to assist a teacher. o. Recommending a budget for the Program, subject to Board approval. p. Annually evaluating the impact of the Program in order to improve its effectiveness. p. iii. Annually evaluating the impact of the Program program in order to continually improve the program using evaluation criteria developed at the inception of the program. Establishing its effectivenessown procedures, including the method for selection of a Chair or Co- Chairs.
iv. The Program evaluation Providing the necessary annual training for the Joint panel members.
v. Selecting and evaluating the Consulting Teachers who are not performing effectively.
vi. Selecting trainers and/or training providers.
vii. Providing ongoing training for Consulting Teachers.
viii. Distributing, at the beginning of each school year, a copy of the description and guidelines governing the program to all bargaining unit members, administrators and school board.
ix. Making all decisions about eligibility for the program consistent with this agreement.
x. Determining the number of Consulting Teachers in any school year based upon participation in the PAR program, the budget available and other relevant considerations.
xi. Approving assignment of additional staff to provide instructional and curricular support to Participating Teachers.
d. Bargaining unit members of the PAR Panel shall be presented paid their per diem rate for up to ten (10) extra days per year if required for the Board of Trustees and the Association for possible revision through the bargaining processprogram. Bargaining unit members shall receive an annual stipend (see Exhibit “D- 8”).
3e. All proceedings and materials related to evaluations, reports and other personnel matters shall be strictly confidential. Therefore, PAR Panel members, Consulting Teachers, and principals may disclose such information only as necessary to administer this article.
f. A PAR Panel member shall neither participate in discussion nor or vote on any matter in which he or he/she has a professional or personal conflict of interestinterest with regard to a program participant.
g. The District shall indemnify and hold harmless members of the PAR Panel from any lawsuit or claim arising out of the performance of their duties under this program.
