Referred Participating Teacher a. A Referred Participating Teacher is a teacher with permanent status who has been referred to receive assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of an unsatisfactory Summary Evaluation.
b. The Referred Participating Teacher shall have the right to submit a written response within twenty (20) days of receipt of the Summary Evaluation and have it attached to the final report. The Referred Participating Teacher shall also have the right to request a meeting with the PAR Panel and to be represented at this meeting by the Association representative of his or her choice.
c. The Referred Participating Teacher has the right to be represented throughout these procedures by the Association representative of his or her choice.
Referred Participating Teacher. This teacher is a permanent teacher with permanent status who receives assistance to improve his/her instructional skills, classroom management, and knowledge of subject and/or related aspects of his/her performance as a result of an unsatisfactory evaluation. This teacher is a teacher with permanent status, an intern teacher, emergency permit teacher, or an experienced teacher new to the District who volunteers to participate in the PAR Program for the sole purpose of receiving peer assistance.
Referred Participating Teacher. 19.7.1 A Referred Participating Teacher is a teacher with permanent status who receives assistance to improve his or her instructional skills, classroom management, knowledge of subject, and/or related aspects of his or her teaching performance as a result of one unsatisfactory mark in any category of the final evaluation.
Referred Participating Teacher. 7.3.1 A Referred Participating Teacher is an experienced teacher with permanent status who is referred to the PAR program as the result of an unsatisfactory evaluation in areas 1-6 of the N-MUSD Standards for the Teaching Profession. Referred Participating Teachers shall be notified by the Joint Committee in writing of their placement in the program and the Consulting Teacher assigned to them. For Referred Participating Teachers with an unsatisfactory evaluation in standards 1 through 6 of the N-MUSD Standards for the Teaching Profession, the process for peer assistance and review will be as follows:
7.3.1.1 The evaluating administrator identifies a Referred Participating Teacher through an unsatisfactory evaluation as defined in Article 6, Section 2, of the Collective Bargaining Agreement. The evaluator shall provide specific written recommendations for improvement in the summative evaluation. The evaluator shall continue to be solely responsible for the participating teacher’s evaluation.
7.3.1.2 The evaluator and the assigned Consulting Teacher shall meet with the Participating Teacher to discuss the recommended areas of improvement and the types of assistance to be provided by the Consulting Teacher as requested by any one of the parties. The document produced as a result of this meeting is the Individual Improvement Plan (IPP).
7.3.1.3 The Consulting Teacher shall assist the Participating Teacher in improving in the areas identified by the IPP. The Consulting Teacher will review the IPP, provide assistance in these areas and conduct multiple observations of the Participating Teacher.
7.3.1.4 If a teacher in the PAR Program receives written progressive discipline notice, i.e. letter of warning, reprimand, etc. in area(s) identified in the IPP, that written material provided to the teacher should be provided to the Consulting Teacher within ten (10) days.
7.3.1.5 By April 10th, the Consulting Teacher shall prepare an annual written report that describes:
(1) the assistance provided to the Participating Teacher; and (2) the results of the assistance in the targeted areas. This report shall be submitted to the Joint Committee, the Participating Teacher, and the evaluator.
7.3.1.6 By May 1, the Joint Committee shall report in writing to the participating teacher, evaluating administrator, the Federation, and Board of Education that either:

Referred Participating Teacher. Referred Participating Teachers shall be provided:
1. Multiple PAR Support Provider observations during classroom instruction;
2. Reasonable training and other support as needed to assist improvement in teaching skills and knowledge;
3. The opportunity to prioritize and indicate preferences as to who would be their Support Provider of those available. The Joint Panel shall review the list of preferences and shall assign a Support Provider;
4. Performance goals for participating teachers shall be in writing, clearly stated, aligned with pupil learning and consistent with Education Code Section 4462 (Xxxxx xxxx provision);
5. The right to submit a written response within ten days of receipt and have it attached to any report by the Support Provider and/or Joint Panel;
6. The right to request a meeting with the Joint Panel with the right to have representation.
Referred Participating Teacher. A Referred Participating Teacher is a permanent classroom teacher who received an unsatisfactory rating in one or more areas in standards 2 or 3 of his/her final evaluation. A Referred Participating Teacher shall be evaluated in the succeeding year and shall participate in the District’s PAR Program.
5.1.1 On or before thirty days before the end of the preceding school year, the Participating Teacher’s evaluator shall send a copy of the Participating Teacher’s unsatisfactory evaluation to the PAR Panel and notify the unit member of their referral to the PAR panel.
5.1.2 On or before the fourth week of school, the PAR Panel shall provide written notification to the Participating Teacher of the Participating Teacher’s placement in the PAR Program. The Referred Participating Teacher may select a Consulting Teacher from a list of candidates provided by the PAR Panel.
5.1.3 On or before the fifth week of school, the Consulting Teacher, the Participating Teacher and the Participating Teacher’s evaluator shall meet to review the specific teaching/instructional areas identified as unsatisfactory in the Participating Teacher’s final evaluation and an assistance plan shall be developed between the Consulting Teacher and the Participating Teacher.
5.1.3.1 The assistance plan shall include a statement of areas needing improvement, the objectives to be met to achieve improvement and a monitoring schedule. The assistance plan shall include, but not be limited to, specific training activities in the teaching/instructional areas identified as unsatisfactory in the final evaluation. Consulting Teachers shall conduct no less than three (3) observations of the Participating Teacher during classroom instruction, and shall have both pre-observation and post-observation conferences.
5.1.3.2 During the assistance plan period, the Consulting Teacher and the Participating Teacher’s evaluator (principal or assistant principal) shall maintain a cooperative relationship and consult with each other on the peer assistance and review process and the Participating Teacher’s progress.
5.1.4 The Consulting Teacher shall monitor the progress of the Referred Participating Teacher and shall provide no less than three (3) periodic written summaries to the Referred Participating Teacher and the PAR Panel for discussion and review.

Referred Participating Teacher. A permanent teacher whose last annual 19 performance evaluation included a referral to Project PRIDE.
Referred Participating Teacher. A Referred Participating Teacher is a teacher who 17 has achieved permanent status and who, as a result of either an interim or a final 18 evaluation in which one or more ratings of unsatisfactory or multiple developing have 19 been earned, demonstrates a need for assistance to improve his/her competencies in the 20 California Standards for the Teaching Profession. 21 22 A teacher with permanent status who is not initially assigned to the Peer Assistance and 23 Review Program and who receives more than one developing or an unsatisfactory 24 evaluation in the course of the prescribed evaluation process may, with the 25 recommendation of the supervising administrator and the approval of the PAR Panel, be 26 assigned immediately to the Peer Assistance and Review Program and be designated as
Referred Participating Teacher. A Referred Participating Teacher is a teacher who has achieved permanent status and who, after participating in the Advisory process receives an Advisory Form in which two or more ratings of unsatisfactory have been earned, demonstrates a need for assistance as outlined in the performance areas of the Advisory Form. A permanent teacher with one unsatisfactory rating may be referred to CTS Panel for intervention. The CTS Panel shall have authority to accept or reject such referrals. A Referred Participating Teacher shall participate in the peer assistance and peer assistance and review components of this program.
Referred Participating Teacher. 27.5.1 A Referred Participating Teacher may select his or her own Consulting Teacher from the panel of Consulting Teachers provided by the Joint Committee. A different Consulting Teacher may be selected by the Participating Teacher to work with him/her at any time during the first six (6) weeks of the process when requested by the Participating Teacher or the Consulting Teacher. The Participating Teacher shall be allowed only one (1) change per year.
26.5.2 A Consulting Teacher shall not participate in the formal District evaluation of any Referred Participating Teacher.
26.5.3 All communication between the Consulting Teacher and a Referred Participating Teacher shall be confidential, and without the written consent of the Referred Participating Teacher shall not be shared with others, including the site principal, the evaluator, other staff members, or the Joint Committee, with the exception of the Consulting Teacher’s final written report as described in Section 26.7.10 of this article.
26.5.4 A Referred Participating Teacher has the right to be represented throughout these procedures by an Association representative of his/her choice.
