Trip generation rates by type of development are from the reference book, Trip Generation, published by the Institute of Transportation Engineers (7th Edition, 2003). To translate the trip generation rate into associated operating costs, the trip generation factors are used to estimate total number of current trips, which in turn are used to estimate costs per trip.
