Placements of Surplus Employees and/or Layoffs and Recall. (a) Placement of Surplus Employees Full-time Employees in positions declared surplus in whole or in part to their location(s) and who maintain full-time equivalent hours in their job classification will not be eligible for the placement and recall procedures outlined in Article XVI, 16.06 (b).
