Pre-Planned Leave of Absence Without Pay for Union Business. (a) Where a D.E.C.E. in the bargaining unit is elected or appointed as President or Vice-President of the Local, such D.E.C.E. may submit a request for an unpaid leave of absence (up to full-time) to the Manager of Employee Relations/Services or designate. Upon request by the Union, the Board shall administer pay, benefits and sick leave for the DECE during the leave as follows:
