Presence of a Shop Xxxxxxx. In all cases where the Permanent Head or his nominee considers an employee's conduct to warrant a disciplinary action (dismissal, suspen- sion, reprimand), no steps shall be taken other than in the presence of a Shop Xxxxxxx or a grievance representative who may, at the option of the employee, act as an advocate. The employee shall have an opportunity to state his side of the case.
