Although this solicitation uses terms such as “must”, “shall”, “will”, and “is required”, and may define certain items as requirements, the Department reserves the right, in its discretion, to waive any minor irregularity, technicality, or omission if the Department determines that it is in the best interest of the State to do so. However, failure to provide requested information may result in the rejection of a proposal. There is no guarantee that the Department will waive an omission or deviation, or that any Vendor with a proposal containing a deviation or omission will be considered for award of this procurement. The Department may reject any proposal not submitted in the manner specified by this solicitation. A non-mandatory pre-proposal conference/MFMP training event will be held to discuss how to view and respond to solicitations in MFMP Sourcing. The pre-proposal conference/MFMP training event will be held at the date and time specified in the Timeline of Events. Attendance is optional, but encouraged. Vendors can attend the webinar from their computer, tablet, or smartphone by clicking the link found in the Timeline of Events at the time of the training.
