Profit, Discretionary Funds and Reinvestment Arrangement a. Counties and Multi-County Entities as Primary Contractors and management or oversight entities formed by or organized on behalf of the counties or Multi-County Entities are not permitted to retain any Discretionary Funds. After the closure of each Agreement period, any county or Multi-County Entity’s Discretionary Funds which have not been included in a DHS approved reinvestment plan must be returned to DHS (Appendix N, Reinvestment Parameters)
