PROGRAMS AND SERVICES TO BE OFFERED. The agreement must articulate the programs or services to be offered by the collaborative. M.G.L. c. 40, § 4E; 603 CMR 50.03(5)(b)(2). An example is provided below. The collaborative will offer the following programs and services, which shall complement the educational programs and services of the member districts in a cost-effective manner: day school placements and other programs and services for students with low-incidence disabilities; and professional development programs for general and special educators.

The collaborative will offer the following programs and services, which shall complement the educational programs and services of the member districts in a cost-effective manner: • specialized education programs and services for students ages 3 up to 22 and as they transition to adulthood • special education transportation services and other transportation services • professional development, training and resource sharing • an array of consultative services • cooperative purchasing/procurement services • cost effective responses to needs articulated by member districts • subject to statutory and regulatory authorization, a continuum of services to include young children with disabilities and/or adults with disabilities (22+)
