Purpose and Goals. 2.1 The purpose of this Agreement is to establish the framework for cooperation between Canada and British Columbia, and to articulate the immediate measures and plan by the Parties to develop future Conservation and Recovery Measures that together support the recovery of Southern Mountain Caribou in the Province of BC to self-sustaining populations, in line with the outcomes identified in the Federal Recovery Strategy.
