Purpose & Definition. The purpose of this section is to promote improved employer-employee relationships by establishing a procedure through which an employee can obtain a review of a grievance in a fair, systematic manner. It is the intent of this regulation that grievances be settled as near as possible to the point of origin. A grievance shall be defined as any dispute arising during the term of the Memorandum of Understanding that involves the interpretation or application of this Memorandum of Understanding; any rules, regulations and ordinances referenced in this MOU; or the discipline or discharge of an individual employee.
