Purpose of Committees. ● Committees advise the Council; they do not have the authority to act on behalf of the Council, unless a majority of the Council Members explicitly grant them such authority in the Committee’s charter or otherwise. ● Committees are a means for Council Members to contribute their expertise and make recommendations to the Council on decisions relating to the Hedera Network.
