Qualification as a ACDBE. To qualify for ACDBE certification by the Authority, the firm must meet the certification standards as set forth in 49 CFR Parts 23 and 26 of the Federal regulations and the applicable small business size standard, defined in terms of the firm’s average annual gross receipts for the preceding three (3) fiscal years. The applicable size standard for this concession is $30 million (averaged over the most recent (3) year period). The receipts of affiliate companies are included in determining size. A ACDBE under 49 CFR Part 23 and 26, as amended, is a for profit small business which meets the applicable size standards to be a small business (as defined by the Small Business Administration), and is: a) at least 51% owned and controlled by one or more socially and economically disadvantaged individuals, and or in the case of any publicly owned business, at least 51% of the stock is owned by one or more socially and economically disadvantaged individuals; and (b) whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individual who own it. “Socially and economically disadvantaged individuals” include:
