Qualitative Evaluation Factors and Weightings. Each SOQ that is found responsive and achieves a “pass” on all of the “pass/fail” criteria described in Section 6.2 will be evaluated against the qualitative evaluation factors and scored based on the corresponding weightings set forth in this Section 6.3.
