RECOGNITION OF REPRESENTATION BY THE ASSOCIATION. 1.1 The Employer recognizes the Association as a representative and collective bargaining agent for employees of the Civil Service whether permanent, part-time, temporary, or casual and herein agrees to negotiate with the Association or any of its authorized Committees.
