Recurrent contributions. An applicant may offer, and Council may request, Developers to make Development Contributions towards Recurrent Costs of infrastructure through a Planning Agreement. Generally, the Planning Agreement will only require the Developer to make contributions towards the Recurrent Costs until a public revenue stream is established to support the on-going costs of the facility, or for a time agreed between the parties. There must be a clear determination of when that revenue stream will likely be enough for Council to consider the timing of cessation of recurrent Costs. Any initial or ongoing costs for Council as a result of the Planning Agreement will be taken into consideration when assessing the acceptability of the offer.
