Request for Mediation. 1. If agreement is not reached by the parties, after consideration of proposals and counter proposals, either party may petition the Federal Mediation and Conciliation Service (FMCS) to assign a mediator. 2. In the event that the parties have not reached agreement thirty (30) days prior to the expiration of the contract, they shall petition the FMCS to assign a mediator.
