Research, Studies, and Analysis. 2 The contractor shall perform both basic and applied research, studies, and analysis in the area of ISR. Contemplated research and analysis support shall be required in the areas of current and future ISR system capabilities, requirements, testing, deployments, integration, and fabrication. In the course of conducting research, the contractor will be required to participate in classified meetings, conferences and other events, or work in spaces requiring up to the Top Secret (TS)/Sensitive Compartmented Information (SCI) level of access, at the government’s direction. Locations where this access is required are appropriately-cleared government or contractor -maintained Sensitive Compartmented Information Facilities (SCIFs) within the continental United States (CONUS), select out-of-continental United States (OCONUS) facilities, or onboard select United States Navy Ships containing SCIFs. The contractor will be required to access classified networks, such as SIPRNet, JWICS, and NSA-Net. Much of the information cannot be sanitized, or the cost required to sanitize information to a lower level often proves too costly in additional labor and materials.
