Principle 2 – A flexible approach: In recognition of the diversity of Canadian provinces, territories, cities and communities, Canada will adopt a flexible approach regarding the intra-jurisdictional allocation of Public Transit Funds regarding the delivery mechanism to be used by Saskatchewan to flow the money to municipalities and regarding the nature of municipal involvement and provincial contribution. Principle 3 – Equity between provinces and territories: Canada will ensure that the inter-provincial allocation of Public Transit Funds is on a per capita basis.
