Responsibilities of the Panel. A. The arbitration panel shall be empowered to hear and determine only grievances with- in the scope of the definition of the term “Grievance” under Section A of Article III. It shall, in the performance of its duties, be bound by and comply with the provisions of this agreement. It shall have no power to add to, delete from, or modify in any way, any of the provisions of this agreement. Its decisions shall be binding and in writing and shall set forth its opinions and conclusions on the issues submitted.
