Has the programme been able to adapt to any changing conditions? - What are the strengths, weaknesses, opportunities, and threats of the programme’s implementation process? - Is the capacity and competence within icipe adequate to support the implementation of the programme? - To what extent is icipe’s partnerships working? o Are the capacities of the collaborating partners adequate? o Is the partnership structure effective in achieving the desired results?
