10.4 An employee of the Association may represent an academic staff member in respect of matters covered by this Agreement. However, an Association employee may not serve as a substitute for an academic staff member in respect of any provision of this Agreement, which specifies the involvement of the latter.
10.5 Where this Agreement recognizes the right of the Association to have a member representative or observer serve on a University committee, that member representative or observer must be a member of the academic staff, subject to 10.4.
10.6 The Governors recognize the right of academic staff members to participate in meetings of the Association provided that such participation does not interfere with the performance of their duty to the University. RIGHTS AND PRIVILEGES OF THE ASSOCIATION. A. 5.1 The Employer will provide the Association with furniture, a telephone and use of the University postal service. The Employer will provide, when available, secretarial support for the Association. All such services will be provided on a cost recovery basis.
5.2 Subject to availability, the Employer will allow the Association reasonable use of Nipissing University reproduction services, computing facilities, and audiovisual equipment on a cost recovery basis.

In these contexts, it will be treated in the same manner as similar duties performed in the academic unit, faculty, Senate and University committees, and duties undertaken for learned or professional societies.

D. The Association shall be permitted to use the University‟s classrooms, lounges, and grounds facilities at no cost, unless the University implements a parking fee. Other University facilities shall be provided as per rates established by University policy on an incremental cost basis. Any additional cost incurred by the University shall be paid by the Association upon submission of an appropriately documented charge.
E. The Association shall be authorized to use University-owned office and instructional equipment. Any supplies consumed with the use of the Intra-District mail service, District email and other electronic communication methods used by the District and unit member’s mailboxes for communication to unit members. All communications equipment shall be signed paid by an authorized representative of the Association.
C. Authorized F. The Association shall be permitted to use the University‟s interdepartmental mail facilities.
G. The Association shall be permitted to use the University telephone and long distance system in order to conduct official Association business. Long distance charges shall be paid by the Association.
H. The Association shall be permitted to use the University‟s printing services on a cost for use basis. Billing for these services will be handled through the established billing procedure of the University. Charges to the Association for such services will be the same as those assessed other campus groups and individuals.
I. Duly authorized representatives of the Association who are not employed by the University shall be permitted to transact official business with Association members on University premises during normal business on school property at reasonable timeshours, provided such business does not interfere with the employees‟ duties.
J. The Xxxxxxx will provide file storage space within the University accessible by the SEA sufficient for three (3) University-provided lockable file cabinets.
K. The University shall continue to provide the Association with rights to communicate with members over a designated SEA e-mail list. The terms and conditions for participation on that there list shall be no interruption or interference with regular education activities. Upon arriving at a school site, Association representatives shall first report to the office of the site administratorconsidered an internal SEA matter.
D. The latest revised Placentia-Xxxxx Xxxxx Unified School District Policies, Rules, and Bylaws manuals shall be available at each site. The California Education Code shall be available, and the District Office shall provide copies of specific Education Code provisions upon request of the Association and/or unit member. Both documents shall be made accessible to individual unit members.
E. The Association Faculty Representative, upon request, shall be granted a minimum of five minutes during regular faculty meetings to announce the agenda for upcoming Association business.
F. The Association president shall be granted a leave of at least one-half (1/2) of each service day during the term of office. A schedule will be mutually agreed upon by the President and Superintendent or designee prior to the beginning of the school year.
G. Each bargaining unit member shall have electronic access to the bargaining agreement within forty-five (45) days after ratification by both parties. The District shall deliver five
