Role of Seniority in Promotions and Transfer. Both parties recognize: 1) The principle of promotion within the service of the Employer. 2) That job opportunity should increase in proportion to length of service. Therefore in making staff changes, transfers or promotions, appointments shall be made of the applicant having the required qualifications, experience, training, skill, and ability, as determined by the Employer. When all the foregoing are relatively equal, the more senior employee will be given the job. If no applications are received, the Township reserves the right to hire. The Township will post the name of the successful applicant.
