Seed and Mulch. Upon completion of construction operations and/or the onset of wet weather, Permittee shall stabilize exposed soil areas within the work area by applying mulch and seed. Permittee shall utilize vegetative (e.g., seeding) or other non-vegetative methods such as jute mat, coir mat, wood chip mat, straw mat or wattle, straw mulch, native duff (leaves, needles, fine twigs, etc.), or lopped native slash to protect and stabilize soils. Straw mulching shall utilize at least 2 to 4 inches of clean straw (such as rice, barley, wheat) or weed-free straw. Seeding shall use regional native seed or non-native seed that is known not to persist or spread [e.g., barley (Hordeum vulgare), or wheat (Triticum aestivum)]. No known invasive grass seed such as annual or perennial ryegrass (Lolium multiflorum or L. perenne, which are now referred to as Festuca perennis), shall be used.

Locally native wildflower and/or shrub seeds may also be included in the seed mix. Permittee shall mulch restored areas using at least two to four inches of weed-free clean straw or similar biodegradable mulch over the seeded area. Alternately, Permittee may cover seeding with jute netting, coconut fiber blanket, or similar non-synthetic monofilament netting erosion control blanket.

Seed and Mulch. This work consists of uniformly spreading seed the full length and width of the disturbed surfaces of the decommissioned roadway and using erosion control devices such as mulch at sites with disturbed soils. Conform to the Federal Seed Act, the Federal Noxious Weed Act, and applicable State and local seed and noxious weed laws. Upon receipt of written request, Forest Service shall supply grass seed to purchaser within 5 days excluding weekends and Federal holidays. Amount of seed requested shall be in 50 lb increments and only for the following areas: all stream channel restoration sites, road re- contours, permanent road closures, seeps/springs, headwater xxxxxx and through-fill/turnpike road sections. Seed shall be spread evenly at the rate of 20 lbs of seed per acre. Apply seed by the dry method. No fertilizer shall be used. Do not spread seed over snow or ice or during windy or excessively wet weather. Seed may only be applied from April 15 to June 15 and September 1 to November 1 unless otherwise approved by the Forest Service. If straw xxxxx are used for erosion control, they may be broke apart and scattered in a manner that does not prevent vegetation from becoming established under the mulch.
