Seniority in Layoff, Recall, Bumping. (a) All employees shall be laid off or recalled on the basis of seniority, providing that the individuals are qualified and competent to do the work required. An employee about to be laid off may bump any employee with less seniority. The right to bump shall include the right to bump up.
