It is understood that the practice of shift off exchanges shall be voluntary on behalf of each employee involved in the trade. Employees providing the trade shall not have their compensable hours increased as a result of the trade; nor shall the employees receiving the trade have their compensable hours decreased as a result of the trade. "Paybacks" of trades are the obligation of the two employees involved in the trade.
