Social Economy and Social Enterprises. Programme Description The social economy policy promotes the creation of decent jobs in a growing, sustainable and inclusive social economy sector. The policy will provide a framework for supporting social enterprises that create jobs and address social and environmental needs, which have arisen from the crises of poverty, poor healthcare services and infrastructure, environmental issues, access to basic services and resources; social market failures, and the breakdown of social capital, among others. This sector’s primary objective is to address social problems through financially sustainable business models where surpluses (if any) are mainly reinvested for that purpose.
