Special Conditions - Underground Work:. {a) Smoke time shall be determined by the conditions which exist at the particular time of blasting -- weather, wind, ventilation, etc. After blasting operations, work shall be resumed at the discretion of the Shift Boss; however, a minimum of ten (10) minutes smoke time shall be allowed. Any grievance arising from smoke clearing time shall be referred to a Grievance Committee equally representative of labour and management. If necessary, consultation shall be held with the person or committee responsible for safety.
