- Special Operations or Bid Runs. Within the City Department Employees shall be allowed to bid and qualify for runs designated as peddle runs or special operations, in conjunction with the annual departmental job bid. Upon written request from the Local Union, the conditions governing such peddle runs or special operations will be reduced to writing and will not be inconsistent with the terms and conditions of this Agreement. However, if a special run or bid is cancelled or suspended, the employee will move wherever his seniority entitles him with no loss of time.
