Staff Changes. 6.01 Seniority shall be the determining factor in matters of the awarding of positions, transfer, demotion, lay-off and recall subject to the Regular Employee having the ability to do the work in the judgment of the employer, having the necessary qualifications, being able to meet the requirements to perform the job as set out in the job description and having a good employment record. Seniority is defined as the length of service in the bargaining unit and shall include service with the employer prior to the certification or recognition of the Association.
