Temporary Substituting By Laid-Off Bargaining Unit Members. While on the recall list, bargaining unit members on layoff shall be first called for any substituting in the classification from which the bargaining unit member was laid off for temporary openings. Refusal or unavailability to substitute shall not be interpreted as a decline in recall.
